Dale D. Quigley
Dale Quigley has been peace officer in Colorado since 1979 and is still on active duty. His attention to details and dedication to investigative excellence resulted in his assignment to work undercover in narcotics as both an investigator and later as a supervisor for nearly 13 years. During that time he has conducted and supervised covert criminal investigations in both the state and federal courts. Due to his level of expertise he was selected to supervise a multi-jurisdictional task force for the FBI for 6 years. This task force is dedicated to the investigation of violent criminal gang based drug trafficking organizations and their prosecution in federal court system.
By virtue of his investigative experience Mr. Quigley is used as an instructor for local police departments, federally funded agencies such as the Rocky Mountain High Intensity Drug Traffic Area [HIDTA] and the Drug Enforcement Administration [DEA]. Additionally Mr. Quigley teaches criminal law and drug investigations at the college level as well as speaking at narcotics conferences. Recognized as a subject matter expert, Mr. Quigley has presented intelligence and briefing material to the Office of National Drug Control & Policy [ONDCP] as well as prepared material to be presented before Congress in committee hearings.
On a personal level, Dale Quigley has a Bachelor of Science degree in criminal justice / law enforcement. He is married with two daughters and is active with his church. He holds a 4th degree black belt in Tae Kwon Do and belts in Jiu Jitsu and Judo. He was recognized regionally and nationally in competition in the late 70's. Upon retiring from competition he assisted in selecting the 1988 U.S. Olympic Tae Know Do team for the Olympic Games held in Seoul Korea. Today Mr. Quigley devotes a great deal of his free time volunteering his services as a mentor and referee to United States Swimming both in Colorado and nationally.
Michael Simmons Michael Simmons has been in law enforcement for over 30 years and during that time has been assigned to the Uniformed Patrol Division and the Police Area Representative Unit. Additionally Mike has been a DARE Coordinator as well as a DARE Instructor. His expertise developed as a result of his on going tour of duty in the Narcotics Section, and currently provides technical support for the S.W.A.T. Team. For the last 15 years Mike has been responsible for designing, building and implementing covert as well as overt surveillance devices. Mike's innovative designs have been consider state of the art technology and cover a multitude of complex applications utilized in local, state, and federal investigations. His forte is in the field of Portable Microwave Camera Systems [Covert/Overt] and Pole Camera Systems. Additionally Mike has developed an expertise in deploying enhanced electronic surveillance equipment used in "Wire Tap" investigations. Mike is also sought out locally and nationally for his counsel on the use of covert Audio/Video Transmitters, Global Positioning Systems [GPS], Networking Camera Systems and in high risk tactical applications. Mike has also developed and instructed training courses in the areas of:
"Technology and the 21st Century", "Basic Technology", "Covert Microwave Cameras", "Technology and Police Administration", "Technology and Investigations", "Technology and Tactical Situations". Other classes taught include, "Pen Registers", "Wire Taps", "Cellular & Pager Interceptions".
During his career, Mike has received numerous citations to include Meritorious Service Ribbons, Chiefs Unit Citations, Letter of Recognitions, Certificate of Commendations, Community Commitment Awards, and the Superintendent Award.
